Rising homeownership rates and updates to foreign ownership regulations are boosting demand for real estate and providing developers and investors with greater opportunities in the Saudi market.

Saudi Arabia made significant progress in homeownership during 2025, with the percentage of homeowners nationwide reaching 66,241 TP3T, exceeding the annual target of 651 TP3T and approaching the Saudi Vision 2030 target of 701 TP3T. The year also saw the provision of 107,000 housing units and developed land, offering a wider range of options for citizens wishing to own their homes.
The Cityscape Global 2025 exhibition reflected the strong demand for homeownership in the Saudi market, as exhibition data showed that 62% of visitors were seriously looking for a home, while 42% of buyers expressed interest in properties valued between $300,000 and $2.6 million.
According to the exhibition's presentation, these figures provide developers with an opportunity to directly reach a segment of qualified buyers who are actively considering purchasing opportunities within a wide range of prices.

Regulations allowing non-Saudi ownership support market expansion.
The issuance of the executive regulations for the system of non-Saudi ownership of real estate enhances these opportunities, by identifying the mechanisms that allow non-Saudi individuals, companies and entities to own real estate and real estate rights in the Kingdom.
Clarity regarding eligibility, registration, and ownership requirements contributes to providing clearer pathways for international buyers, thus opening up the residential market to new segments of potential buyers.
In light of these developments, Cityscape Global 2026 brings together homebuyers and real estate investors with developers, banks and policymakers under one roof, giving buyers the opportunity to compare a wide range of residential projects, learn about financing options and benefit from expert advice to make purchasing and investment decisions.

Record home sales
During Cityscape Global 2025, NHC set a Guinness World Record for the largest number of homes sold during a real estate exhibition, reflecting the strength of demand during the event and its role in supporting real estate sales.
Minister of Municipalities and Housing Majid Al-Hogail stated that the Kingdom is witnessing a qualitative shift in expanding homeownership opportunities, opening new horizons for citizens, residents, and international buyers to invest in the real estate market. He added that the Kingdom's continued expansion of financing options and development of new residential communities, along with the role of Cityscape Global in bringing together homebuyers, investors, and developers, supports the realization of these opportunities and contributes to achieving the goals of Saudi Vision 2030 by increasing homeownership rates, attracting quality investments, and building prosperous communities for future generations.
For his part, NHC CEO Mohammed Al-Bati explained that the Saudi real estate sector is witnessing rapid growth driven by increased demand for ownership and investor confidence in the market, noting that NHC continues to lead this transformation as the largest real estate developer in the region, with quality of life among its priorities through the development of integrated urban communities that reflect a modern and sustainable lifestyle.

NHC's portfolio is on track to exceed 500 billion riyals.
NHC continues to expand its real estate portfolio, which reached a value of 250 billion riyals by the end of 2025, aiming to exceed half a trillion riyals and develop more than 600,000 residential units by 2030. Through this, the company aims to provide diverse options and flexible solutions that meet the needs of different segments of society and investors, in addition to continuing to employ digital solutions and innovation through «NHC Innovation» to develop the real estate experience and manage smart cities.

The company’s system includes more than 15 digital platforms serving 20 million users, in parallel with working to empower the private sector and enhance partnerships with developers in various regions of the Kingdom.

Turning momentum into actionable steps
Cityscape Global serves as a platform that brings together various stakeholders in the Kingdom's real estate sector, providing a space for direct interaction between developers, investors, and buyers, and showcasing real estate opportunities and options. Cityscape Global 2026 aims to continue this model by providing buyers with the tools and information they need to complete their property purchase journey in one place, from comparing properties and exploring financing options to discussing purchasing power and finalizing purchases directly on-site, where available.

Rachel Sturgess, Executive Vice President of the Alliance, stated that the Kingdom is making strong progress in homeownership, coinciding with clearer pathways for international buyers to participate, which has contributed to a broader and more diversified market. She added that Cityscape Global aims to translate this momentum into concrete actions by enabling individuals to compare properties, understand available financing options, and make informed purchasing decisions, while simultaneously providing developers with direct access to qualified buyers with a clear intent to purchase.
