The Hail region and a number of cities and governorates in the Eastern Province are moving towards implementing real estate transactions through the real estate registry, starting from next Tuesday, September 22, 2026, as part of the expansion of the application of the real estate registration system in the Kingdom.

The General Authority for Real Estate and the Ministry of Justice announced that real estate transactions will be limited to areas covered by the real estate registry, following the completion of the registration of real estate within the designated urban boundaries of those areas. The application will be gradually extended to the remaining regions and cities of the Kingdom as each region becomes ready. In the Eastern Province, the application will cover the cities and governorates of Dammam, Khobar, Khafji, Qatif, Jubail, Dhahran, Al-Bayda, Ras Tanura, and Abqaiq, in addition to the Hail region.
According to the inventory, the real estate registry system undertakes a range of real estate procedures, including transfer of ownership, subdivision, sorting and merging, initial registration of paper deeds, in addition to mortgage services, management of rights, restrictions and obligations and other procedures related to the real estate registry.

The General Authority for Real Estate and the Ministry of Justice confirmed that the transition to implementing these transactions through the real estate registry is being carried out in an organized manner that takes into account the continuity of services, ensuring that beneficiaries, including individuals, establishments, and related entities, are not affected, while maintaining the reliability of real estate data and records.
The inclusion of Hail and new cities and governorates comes as part of completing the real estate registration system in the Kingdom, which supports the development of digital real estate services and raises the efficiency of procedures related to real estate transactions.
