The Riyadh Municipality issued a circular obligating all engineering and consulting offices to attach documents related to waste transportation and contracting with a carrier approved and licensed by the National Center for Waste Management (Mawan), as part of the procedures for issuing construction permits and occupancy certificates ; to reduce the random dumping of construction project waste, maintain the cleanliness of neighborhoods and public facilities, and enhance compliance with approved regulations and requirements.
The requirements include the designing engineering office attaching the waste transportation commitments within the attachments to the building permit application, and the supervising engineering office attaching the contract document with an approved and licensed waste carrier from “Mawan” at the “start of the project” stage, in addition to providing proof of the transfer of excavation output and construction waste to approved landfills at each stage of construction to complete the occupancy certificate requirements.
The circular comes as part of the Secretariat’s efforts to enhance oversight of construction sites, improve waste management efficiency, and maintain public cleanliness and the quality of the urban environment. The Secretariat stressed the importance of engineering and consulting offices adhering to these requirements, which contributes to achieving its vision of being a leading Secretariat for a prosperous and sustainable Riyadh that enhances the quality of the neighborhood.
The Baladi platform allows beneficiaries to issue an occupancy certificate for existing buildings (construction completion certificate) without needing to visit the relevant authority. Following the issuance of the occupancy certificate, a compliance certificate will be issued proactively.
