During the first quarter of next year, the Ministry of Housing will begin issuing bills for vacant land fees and collecting those fees. This was clarified by informed sources at the ministry, who indicated that the ministry will not begin collecting the fees immediately on the 13th of Rabi" al-Awwal, but will instead work on sorting and evaluating the lands registered on the website dedicated to unregistered land registration, with the help of arbitrators and appraisers to issue invoices for lands subject to the fee system during the first quarter of next year.

The vacant land fee system went into effect on the 3rd of Ramadan 1437 AH, corresponding to June 8, 2016.

The Ministry of Housing had defined the target geographic scope for the implementation of the first phase of the Unregistered Land Fee System as the cities of Riyadh and Jeddah and the Dammam metropolitan area, and set 13 Rabi’ al-Awwal 1438 AH as the deadline for landowners to register their properties.
