As part of efforts to regulate urban development and the construction sector and to create a distinctive cultural and developmental environment, His Excellency the Minister of Municipal and Rural Affairs, Engineer Abdul Latif bin Abdul Malik Al Sheikh, issued a decision to establish an administrative unit in all secretariats and municipalities in the Kingdom under the name ”Building Code,” which will be responsible for implementing the Saudi Building Code system.

Gradual Implementation of the Building Code

The Building Code comprises a set of specifications and requirements, along with accompanying implementing regulations and appendices related to construction, to ensure public safety and health, This step also follows the decision issued by the Council of Ministers approving the Saudi Building Code implementation system and its application to all construction works in the public and private sectors, including building design, construction, operation, maintenance, and modification. It also applies to existing buildings in the event of their renovation, change of use, expansion, or modification, with the code being implemented gradually in accordance with the relevant regulations.The Saudi Building Code is a vital and pioneering initiative, representing a significant cultural shift in the fields of urban development and the construction sector.

Compliance of engineering plans with the Building Code

The development of the Saudi Building Code was the result of collective efforts and the collaboration of experts in this field from all relevant parties. The Saudi Building Code applies to all stages of construction in the Kingdom, including design, supervision, execution, occupancy, maintenance, modification, and demolition, ensuring that all engineering plans comply with the Building Code. Engineers, inspectors, and supervisors working in the field of the Code are required to obtain a license to practice under the Building Code.

The importance of the Saudi Building Code lies in improving the quality of the construction sector and achieving efficiency, sustainability, safety, public health, and rationalization of energy consumption (electricity and water), and reducing construction costs by ensuring the safety of structures and their occupants. The Building Code also helps resolve disputes between parties in the construction sector.

It is worth noting that the mandatory implementation of the Saudi Building Code will begin on 7/23/1439, with implementation to be phased in accordance with a Cabinet decision, The Saudi Building Code enforcement system specifies penalties and mechanisms for addressing violations, which include intentional or unintentional violations of the code, as well as dangerous violations that endanger lives and property.
