The Council of Economic and Development Affairs (CEDA) launched the Quality of Life Program 2020, which is one of the programs to achieve Saudi Arabia's Vision 2030 approved by the Council of Ministers. The implementation plan for the Quality of Life Program 2020 reflects the vision and directives of the government of the Custodian of the Two Holy Mosques and His Highness the Crown Prince to create the necessary environment to improve the lifestyle of individuals and families, and to support and create new options that promote participation in cultural, recreational, sports and other appropriate activities that contribute to enhancing the quality of life, creating jobs, enhancing investment opportunities, diversifying economic activity, and enhancing the position of Saudi cities in the ranking of the best global cities.

The launch of the Quality of Life 2020 program also comes with the follow-up of His Highness the Crown Prince, Chairman of the Council of Economic and Development Affairs, in achieving the goals of Saudi Arabia's Vision 2030 and his keenness to make the Kingdom's economy more prosperous and Saudi society more vibrant. The total spending in sectors related to the Quality of Life 2020 program until 2020 amounts to 130 billion riyals ($34.6 billion).
The development of the program relied on key pillars that support the improvement of infrastructure and lifestyle with other enablers to reach the desired goal:
Developing strong infrastructure in the Kingdom's cities. Providing comprehensive services to the population to meet their living needs.
Develop comprehensive lifestyle infrastructure. Provide high-quality and diverse lifestyle options. Motivate people to interact and ensure their participation through lifestyle and community activities and events. Identify the regulatory framework required to enable quality of life across all categories. Build financing mechanisms including public-private partnership models, incentives and public investments to facilitate private sector participation. Communicate with all stakeholders (citizens, private sector, etc.) to showcase the progress of the program in all aspects.
