Minister of Municipal and Rural Affairs Majid Al-Haqeel has authorized the secretaries of regions and governorates, undersecretaries of the ministry and directors of departments with 60 powers representing the transfer of municipal work to a new stage. This measure comes due to the importance of the secretariats of regions and governorates, and the breadth of their work across the country, which had the largest share of those powers, where Al-Haqeel authorized the secretaries with 40 powers that contribute to developing the municipal sector system. The powers include leasing municipal real estate and signing contracts, approving soil inspection reports for lands to be planned, approving hydrological studies, and approving individual site plans for seasonal markets, among others.

At the Ministry of Municipal and Rural Affairs, Minister Majid Al-Haqeel authorized vice presidents and directors of departments to exercise 20 new powers. Delegating some of his powers to his subordinate officials, issuing approvals for expropriation for public benefit, and disbursing real estate compensation approving the commencement of expropriation procedures for public benefit, and disbursing compensation for properties issued by ministerial decisions approving the commencement of expropriation procedures, while directing the establishment of a new center within the ministry “The Municipal Data and Decision Support Center” to serve as the sole entity responsible for for the organization, management and governance of urban data, statistics and indicators in the municipal sector. In addition to establishing two units, namely, the Regulations, Policies and Legal Affairs Unit and the Finance and Budget Unit.
