The White Land Program announced the issuance of bills for 340 plots of land in Jeddah located within the declared urban area, with a total area exceeding 90 million square meters, as part of the sixth billing cycle for the first phase.
The program noted that the invoices for the sixth cycle of land fees in Jeddah were issued in February, urging landowners to either develop their land or pay the fees within one year of the decision’s issuance. It clarified that the total number of white land fee invoices issued exceeded 8,300 in the cities where the fees were applied, including invoices for the sixth cycle of fees for Jeddah in its first phase for the years 1443–1444.
He noted that the bills constitute contracts, concessions, and penal instruments under the State Revenue System. He pointed out that Article 15 of the Executive Regulations for Vacant Land Fees stipulates that the amounts collected shall be allocated to the development of infrastructure projects, as follows: “The Ministry shall determine the allocation of funds from the special account for fees and fines collected for housing projects, the provision of public utilities to them, and the provision of public services therein.” He explained that all details regarding billing cycles for cities subject to the system can be viewed via (White Lands).
It is worth noting that the program announced in mid-December the implementation of the second phase of fees in 140 neighborhoods in Riyadh, in conjunction with the implementation of the first phase according to the approved map and scope, with billing for the first cycle of the second phase in Riyadh set to begin in the third quarter of 2022. Landowners are urged to register their properties within the statutory deadline for land registration, which ends on June 15.
