The “White Lands” program announced that there are 90 days remaining until the end of the official registration period for the second phase of fee implementation in Makkah, Jeddah, and Dammam, it should be noted that delays in registering land located within the city’s geographical boundaries—whether in the first or second phase—will result in fines of up to 100% of the fee amount.

The program clarified that if a landowner fails to register their land within the statutory period upon the commencement of fee collection in a specific city, a non-registration violation will be issued in the amount of 2.5% of the land’s value, in addition to the base fee amount after the invoice is issued, and if payment is delayed beyond the specified period, a new penalty of 2.5% is added, requiring the landowner to pay two penalties in addition to the fee invoice, for a total of up to 7.5% of the registered land value.

He added that all owners of undeveloped land located within the geographical boundaries of cities where undeveloped land fees are applied are required to register their land through the online portal, including owners of developed undeveloped land in Makkah, Jeddah, and Dammam, before the statutory registration deadline for the second phase expires in 90 days.
