<The memorandum aims to exchange experiences and develop cooperation between the two parties in the field of construction and housing, establish joint projects in the field of construction and building design using modern technologies and their use, as well as expand analytical, information and organizational cooperation. Within the framework of the objectives of the memorandum, the two parties can hold discussions and consultations on a number of issues, including the dissemination of successful experiences in the implementation of housing policies in the two countries, cooperation in the field of construction and infrastructure, the use of modern technologies and building materials, and the harmonization of the regulatory framework in the field of design and construction.
The memorandum also aims at exchanging experiences and developing cooperation in the field of construction and housing. The memorandum also aims to implement experimental and innovative projects within the competence in the areas of cooperation covered by this memorandum, develop partnership relations and initiate joint projects between scientific research institutions and technical centers in both countries and exchange experiences, information and knowledge regarding the development of housing through the use of modern construction methods and materials.
The objectives of the MoU include cooperation in training cadres in the fields stipulated in this memorandum, participation in training courses, conferences, seminars, symposiums, seminars and workshops to raise the level, joint analysis of institutional, structural and economic barriers that hinder efficient and economic construction and the preparation of proposals to overcome these barriers, information and analytical cooperation in the field of housing recycling as well as construction and utilization of infrastructure.
Parties can cooperate in the training of cadres in the fields stipulated in this memorandum. Through the memorandum, the parties can include other representatives of the relevant government agencies in the joint Saudi-Russian working group for housing in the fields of construction and infrastructure by a separate decision and the parties approve on the proposal of the working group the program of cooperation and the plan of initial measures that will be reported to the Russian-Saudi Joint Commission on Trade, Economic, Scientific and Technical Cooperation and the meetings of the working group are held alternately in the countries of the two parties, chaired by a representative of each party.
