Their Excellencies the Ministers of Municipal Affairs of the Gulf Cooperation Council (GCC) countries have adopted the second version of the Contractor Classification in the Construction and Building Sector for the GCC countries for 2024, as a unified guideline to be adopted in the member states, as part of supporting the Gulf integration efforts in regulating the construction sector and expanding participation in major projects.

The Ministry of Municipalities and Housing stressed that the adoption of this guide is part of the GCC's integration efforts in organizing the construction sector and broadening the scope of participation in major projects. The Ministry of Municipalities and Housing emphasized that the adoption of this guide Contractor Classification reflects the commitment of the Kingdom and the Gulf countries to strengthen the paths of joint Gulf municipal work and support the contracting sector to enable it to compete to implement major development projects in the region.

The guide aims to standardize and unify the construction sector and expand participation in major projects. The guide aims to standardize the mechanisms and criteria for the classification of contractors at the level of the GCC countries, by defining the classification degrees and requirements, the required technical and administrative documents, as well as performance evaluation indicators and financial and technical efficiency, in order to contribute to raising the level of competitiveness, justice and transparency, and the quality of project implementation.

The guide is also one of the initiatives aimed at stimulating the participation of local and regional contracting enterprises in construction projects and preparing them to meet the required technical and organizational standards, in addition to building a unified database of classified contractors in the GCC countries, enabling the exchange of information between the competent authorities and enhancing the efficiency of project implementation.
