The White Land and Vacant Real Estate Program outlined the key details regarding white land fees, the mechanism for imposing the fees, the steps for filing objections, as well as the procedures for processing applications and the deadlines for issuing invoices.
The program clarified that fees are imposed annually on unused land where the area, or the total area of land owned by a single owner within the city, is 5,000 square meters or more.
Fee rates and urban development priorities:
10% for the highest priority.
7.5% for high priority.
5% for medium priority.
2.5% for low priority.
It also clarified that priority zones located outside these areas are not subject to fees.
Regarding the issuance of invoices, the program confirmed that invoices are issued on schedule for undeveloped land located within the approved geographic zones and meeting the conditions for subjection to the system.
It noted that it is possible to request an extension to complete the development or construction of the land, in accordance with the regulations governing the granting of extensions for the development of vacant land, which are published on the platform.
The program outlined the steps for requesting an extension, which include:

Go to «Billing Management.»
Click the "Request Extension" icon next to the bill for which you wish to request an extension.
The program confirmed that an objection may be filed if the land does not meet the system’s requirements or if there are obstacles to development.
It clarified that the objection is subject to legal processing, whereby the competent authority reviews the objection within 90 days, after which it is referred to the relevant committee for consideration and a decision within 60 days.
The procedure for filing an objection includes:
Logging into your account.
Going to the "Objections" section.
Clicking the "File an Objection" icon.
The program emphasized that failure to pay exposes the owner to accumulating fees each year.
