His Excellency Majid bin Abdullah Al-Hogail, Minister of Municipalities and Housing, expressed his gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister—may God protect them both—on the occasion of the Cabinet’s approval of the amendment to Cabinet Decision No. (200) regarding the development of land planned and allocated for housing support programs; thereby strengthening the partnership with the private sector, increasing the housing supply, and providing housing units for beneficiaries of developmental housing.
His Excellency explained that the approval comes as an extension of the support provided by the wise leadership —may God support them—to the housing sector and its commitment to developing solutions that help accelerate the provision of housing for those eligible for developmental housing and enhance the efficient use of land allocated for this purpose.
He noted that the amendment allows investors to develop planned land and construct housing units for beneficiaries of developmental housing in exchange for ownership of a percentage of the land, thereby contributing to increased development efficiency, accelerated project implementation, and an expansion of the housing supply.
He noted that this approach supports the provision of housing units with complete infrastructure and superstructure for eligible families and enhances private-sector participation in the implementation of developmental housing projects.
He emphasized that the amendment reinforces the Ministry’s efforts to diversify housing options for beneficiaries of developmental housing programs, and supports the objectives of Saudi Vision 2030 aimed at increasing the rate of home ownership among citizens and strengthening the social protection system.
His Excellency the Minister of Municipalities and Housing stated that the Ministry will announce the implementing regulations for the amendment after completing the necessary procedures, in coordination with the relevant authorities.

The amendment allows investors to develop housing subsidy land in exchange for a percentage of the units, in order to increase supply and expedite the delivery of units to beneficiaries.
