Stimulating investment in and development of undeveloped land

The number of requests for the “report on development obstacles” service reached 766 requests, while the area of land studied by the center within the service exceeded 8 million square meters.

The center’s work comes as part of the Ministry of Municipalities and Housing’s efforts to facilitate the real estate development journey and raise the readiness of developers to complete their projects, in support of the ministry’s direction towards vibrant residential communities in which housing, services and facilities are integrated, and in which options are expanded for families to meet their housing and daily needs, based on its strategy aimed at achieving “a lifestyle… from your home to your city.”

Etmam Developer Services Center

The “Etmam” Developer Services Center offers 38 integrated digital services within interconnected development pathways, aimed at supporting and organizing the real estate development journey, facilitating procedures, and connecting beneficiaries with relevant parties through a unified and clear path.

The center’s services serve a number of real estate development areas, including land development within urban areas subject to fees, in addition to supporting other real estate development projects, by providing technical and procedural support, standardizing requirements, and integrating stipulations in coordination with relevant authorities.

Facilitating the acquisition of licenses

The center acts as an enabling arm, facilitating access to necessary licenses and approvals for beneficiaries through integrated digital and technical channels, thus contributing to clearer procedures and expediting the development process. It noted that the "Itmam" mechanism relies on assigning a relationship manager to each real estate developer, who is responsible for following up on applications, coordinating with relevant authorities, and ensuring that procedures proceed according to approved frameworks, thereby enhancing efficiency and institutional performance.

The “Itmam” digital platform enables beneficiaries to view the requirements at each stage, and to follow up on their requests until the procedures are completed, until the beneficiary receives the required service, which contributes to reducing the overall transaction time and lowering the administrative costs resulting from waiting periods.

The services of the “Itmam” Center have contributed to enhancing the reliability of the investment path for development projects, increasing the attractiveness of the real estate sector, and encouraging owners and developers to accelerate the implementation of their projects in accordance with the approved regulatory frameworks.
