In accordance with the directives of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, and Chairman of the Board of Directors of the Royal Commission for Riyadh City —may God protect him—to take the necessary measures to achieve balance in the real estate sector in the city of Riyadh, the Royal Commission for Riyadh City has announced the start date for accepting applications for the second year of Real Estate Balance Program, from 3:00 p.m. on Sunday, August 16, 2026, until the end of Tuesday, September 15, 2026, via the Real Estate Balance.
Increasing the Supply of Residential Land
The launch of the second year is part of the program’s annual track, which aims to increase the supply of planned residential land by having the Authority provide between 10,000 and 40,000 plots annually at prices not exceeding 1,500 riyals per square meter, thereby helping to reduce the gap between supply and demand and supporting the stability of the real estate market in the capital.
Eligibility Requirements for the Real Estate Balance Platform
Applications are open to married citizens or those over the age of 25, provided the applicant has no prior real estate ownership, and that they have resided in Riyadh for at least three years, in addition to meeting the remaining approved eligibility requirements and criteria.
The Authority emphasized that eligibility priority is not based on the order of application, and that registration on the platform does not imply final acceptance, Citizens who previously applied in the first year, were found eligible, and were automatically included in the electronic lottery will be automatically enrolled in the approved process for the second year. The Authority clarified that all applications are subject to electronic verification in accordance with the approved conditions and regulations, and that the program’s phases following the close of the application period will include: eligibility verification, announcement of results, acceptance of appeals, conducting the electronic lottery for eligible applicants, and then completing the off-plan sales procedures in accordance with the approved regulations.
The Authority urged those wishing to apply to use the online platform and the Authority’s official channels, and to avoid interacting with unverified links or accounts. It confirmed that the 19998 call center, customer service channels, and the Beneficiary Center are ready to answer inquiries regarding the application procedures and program stages.
