The Cabinet has set two conditions for documenting real estate transactions that do not transfer ownership of lands subject to the provisions of the White Land and Vacant Properties Fees System , in order to preserve the state’s right to collect the fees due and ensure that land development is not affected.
The decision, published in the Umm Al-Qura newspaper last Friday, stipulates that the real estate transaction that does not transfer ownership of the land subject to the system must be documented «in a way that ensures the preservation of the state’s right to collect the due fees, and in a way that does not affect the development of that land.»

The decision authorized the relevant ministerial committee, as stipulated in the regulations governing fees for vacant land and properties , to establish the controls and procedures for implementing the decision's provisions. This decision follows the Cabinet's emphasis, during its session held on August 25, 2026, that no real estate transaction transferring ownership of land subject to the regulations should be officially registered until the applicable fees have been paid.
The decision, published in the Official Gazette, also granted the relevant ministerial committee the authority to take whatever measures it deems appropriate in this regard, in order to achieve the objectives of the system of fees for vacant land and real estate.
