The Saudi Council of Engineers launched the “Qayyim” program, which aims to assess the capabilities of engineering offices and companies, measure their level of readiness, and support them in identifying opportunities to develop their performance and enhance their competitiveness in the engineering market.
The "Qayyim" program is based on an approved professional methodology and standards for evaluating the capabilities of engineering offices and companies in specific areas and scopes of work, based on documented and verifiable evidence; this contributes to forming a clear picture of the facility’s capabilities, identifying strengths and development opportunities, and building a path for improvement and performance enhancement.

Nine key criteria
The program is based on nine key criteria, including: previous experience, human resources, quality and sustainability, occupational safety and health, innovation and digitalization, training and professional development, governance, commitment and compliance, localization and local content; thus providing an integrated assessment of the facility’s readiness level and its technical, institutional and operational capabilities.
The assessment journey goes through interconnected stages, starting with identifying the engineering field and scope of service and preparing the required evidence, then submitting the application and conducting the self-assessment, followed by reviewing the evidence, evaluating the criteria and calculating the result according to the approved methodology, leading to the issuance of the readiness level and the improvement roadmap that helps the facility identify development priorities and enhance its capabilities.

The Secretary-General of the Saudi Council of Engineers, Musaed bin Abdullah Al-Otaibi, said: ”The ”Qayyim“ program comes within the Council’s efforts to support the development of engineering offices and companies, and to provide a clear framework that helps them to assess their capabilities and identify opportunities for improvement,” stressing that the program contributes to building clearer development paths, raising the readiness of facilities and enhancing the quality of engineering practice.
He explained that the program supports establishments in forming a more accurate picture of their capabilities and readiness levels, and in setting development priorities according to their needs and capabilities, which is reflected in the efficiency of their performance and the quality of engineering services.

The Authority called on engineering offices and companies to take advantage of the "Qayyim" program, and to review the program guide to learn about the evaluation criteria, methodology, and participation requirements, and to begin evaluating their capabilities and setting development priorities.
