At its meeting held yesterday at Al-Yamamah Palace, chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, the Council of Ministers decided to amend the executive regulations governing fees for undeveloped land, issued by Council of Ministers Resolution No. 379 dated September 8, 1437, as specified in the resolution. The resolution was issued after reviewing the report submitted by the Minister of Housing and the recommendation prepared by the Council of Economic and Development Affairs No. 12-2/41/D, dated 13/1/1441. It is worth noting that the White Land Regulations define "white land" as any vacant land designated for residential or residential-commercial use within the boundaries of the urban area. Fees are applied to lands subject to the system and its regulations in accordance with the following stages:

  • First: Undeveloped lands with an area of 10,000 square meters or more located within the scope determined by the Ministry.
  • Second: Developed land belonging to a single owner within a single approved plan, provided that its total area exceeds 10,000 square meters.
  • Third: Developed land belonging to a single owner within a single approved plan, provided that its total area exceeds 5,000 square meters.

Third: The Ministry of Housing shall be responsible for collecting the fees prescribed in this regard, as well as any fines resulting from violations of the system or its regulations, and shall take the necessary measures to prevent evasion of payment of these fees and fines.
