The Minister of Commerce and Chairman of the Board of Directors of the Saudi Standards, Metrology and Quality Organization (SASO), Dr. Majid Al-Qasabi, approved the amendment of the Saudi Building Code violations classification regulation, which aims to establish the minimum requirements and requirements that achieve public safety and health through the durability, stability and stability of buildings and facilities, facilitate access, provide a healthy environment, adequate lighting and ventilation, rationalize water and energy and protect lives and property from fire hazards, earthquakes and other risks associated with buildings.
Minister of Commerce and Chairman of the Board of Directors of SASO, Dr. Majid Al-Qasabi, approved the amendment to the regulation on the classification of violations of the Saudi Building Code.
Punishment is not a substitute for removal
The amended regulation stipulates that violating any of the requirements of the code, its system or regulations is considered an offense that requires removal or correction and exposes the perpetrator to the penalty as decided by the review committee when its statutory requirement is fulfilled and the imposition of the penalty is not an alternative to removal or correction.Article 12 of the regulation stipulates that the review committee shall apply the penalties provided for violations of the application of the building code in the residential area for the “R3" classification category, while Article 13 provides for the correction of the violation when the removal poses a threat to the safety of the building.
Thirteenth article of the regulation provides for the correction of the violation when the removal poses a threat to the safety of the building.
Financial fines for supervising engineering offices
- 5,000 riyals in case of submitting plans, designs, reports, tables of quantities and specifications contrary to the code.
7,500 riyals for issuing a certificate of occupancy for a building despite the existence of a hazardous construction violation according to the code.
2000 riyals fine for the supervising engineering office if it assigns its tasks or part of them to non-specialized persons, 4000 riyals fine for the contractor.
<1000-3000 riyals fine for the supervising office if the supervising engineering office does not commit to sending reports and notifications of project construction stages on time.
Fine for non-compliance with designs
The fine for the supervising office is 7,500 riyals in case of failure to comply with the design, characterization, approval or implementation of the requirements of the construction works in the building or facility according to the code or the implementation of construction works contrary to the license or engineering plans approved according to the code, while the fine for the contractor is 10,000 riyals.The fine for the contractor is 10,000 riyals.
Fine for non-compliance with basic building materials
The fine for the design office is 4,000 riyals in case of non-compliance with the characterization, approval or implementation of basic building materials (reinforcing steel - concrete) that do not conform to the approved standard specifications, while the fine for the supervising office is 8,000 riyals, and the contractor is 10,000 riyals.The fine for the supervising office is 8,000 riyals, and the contractor is 10,000 riyals.
Violations of plumbing and electrical requirements
According to the regulation, the financial penalty for the designing office is 3000 riyals if it does not comply with the design, characterization, approval or implementation of the requirements for permanent or temporary electrical extensions or installations according to the code or does not conform to the approved standard specifications, while the financial penalty for the supervising office is 6000 riyals and the contractor is 9000 riyals.The financial penalty for the supervising office is 6000 riyals and the contractor is 9000 riyals.
Design Office Violations
<The financial penalty for the design office is 2,000 riyals in case of failure to comply with the design, characterization, approval or implementation of the requirements and technical requirements for the work of isolating and protecting the building or facility from rain and surface water leaks according to the code, while the financial penalty for the supervising office is 4,000 riyals and the contractor is 6,000 riyals. The financial fine is 6,000 riyals for the design office if it does not comply with the design, characterization, approval or implementation of the requirements and technical requirements for the thermal insulation of the building in accordance with the code, and the financial fine for the supervising office is 8,000 riyals and the contractor is 10,000 riyals.
Violating mechanical works
The regulation stipulates that a financial fine of 2000 riyals shall be imposed on the design office in the event of failure to comply with the design, approval or implementation of the technical requirements for the design and implementation of mechanical works, refrigeration and air conditioning systems, stoves, heating and gas extensions in the building or facility according to the code, and a financial fine of 6000 riyals shall be imposed on the contractor.The regulation imposes a financial fine of 6000 riyals on the contractor.
Implementation of technical requirements
The financial penalty for the design office is 1000 riyals in case of failure to comply with the design, characterization, approval or implementation of the technical requirements for the design and implementation of installations and extensions of sanitary works systems and rainwater drainage systems according to the code, while the fine for the supervising office is 2000 riyals and the contractor is 3000 riyals.The regulation stated that the fine for the design office is 750 riyals in case of failure to comply with the design, characterization, approval or implementation of the technical requirements for smoke detectors and fire extinguishers in accordance with the code, while the fine for the supervising office is 1500 riyals and the contractor is 2250 riyals.
