Shura Council calls on the Municipal and Rural Council to standardize building regulations and consider increasing the number of floors

In order to develop municipal services and improve the quality of life in the Kingdom of Saudi Arabia, The Shura Council called on the Ministry of Municipal and Rural Affairs and Housing to implement a number of requests that aim to address some challenges and promote sustainable urban development.

The Shura Council's requests include the following:

The requests made by the Shura Council include the following:

  1. Evaluation of municipal services:

    • Commissioning the Ministry to conduct a comprehensive study to assess the current state of its services, including infrastructure, basic services, systems and regulations.
    • Identify the strengths and weaknesses of the services provided, and develop indicators to measure and continuously improve performance.
    • Develop a specific time plan to address any deficiencies or shortcomings in services.
  2. Regulation and standardization of building regulations:

    • Work to regulate and standardize building regulations in the Kingdom's cities, ensuring high quality and alignment with international best practices.
    • Consider increasing the number of floors in neighborhoods, main and commercial streets, taking into account proper urban planning and appropriate population density.
    • Ensure that new building regulations accommodate changes, population increase and growing economic movement.
  3. Supporting real estate development in less developed areas:

    • Develop innovative financing programs and solutions to encourage developers to invest in less developed areas.
    • Provide incentives for developers to provide housing products and units suitable for the needs of residents in these areas.
    • Contribute to improving the level of services and infrastructure in less developed areas to attract investments and improve the quality of life.
  4. Addressing neighborhood road deterioration:

    • Commissioning the Ministry to study the causes of deteriorating roads in residential neighborhoods.
    • Coordinate with relevant service agencies to develop joint plans to rehabilitate roads and improve the level of services.
    • Execute joint projects that ensure the delivery of services without affecting the quality of roads or traffic.
  5. Evaluating the impact of leasing public parking:

    • Evaluating the impact of leasing public parking in central areas and commercial streets on real estate, residents and commercial traffic.
    • Study the feasibility of encouraging investment in smart parking in congested areas.
    • Develop plans for the governance of the operation of public parking lots to ensure service efficiency and benefit the community.
  6. Designating lanes for emergency vehicles:

    • Conduct a traffic study in coordination with the relevant authorities to allocate lanes on busy main streets for emergency vehicles, ambulances and public transportation buses.
    • Ensure the easy movement of these vehicles without obstacles to ensure that their services are provided quickly and effectively.
  7. Radon Protection:

    • Coordinate with the National Saudi Building Code Committee to ensure that all necessary measures are taken to prevent radon gas in buildings.
    • Incorporate radon protection requirements into the Saudi building code to ensure the safety and health of residents.
  8. The Shura Council believes in the importance of the role of the Ministry of Municipal and Rural Affairs and Housing in achieving sustainable development and improving the level of services provided to citizens.
