New organizational and financial arrangements
The Board of Directors of the Saudi Building Code Center will have the powers stipulated in Article 6 of the organizational arrangements, in coordination with the Ministry of Finance and the Non-Oil Revenue Development Center, until the issuance and approval of the “Governance of the imposition of financial compensation for services provided by the competent authorities.”The decision included substantial amendments to the regulations of the Saudi Building Code Center. The decision included substantial amendments to the Saudi Building Code Implementation Law, issued by Royal Decree No. (M/43) of 1438 AH, including:
Modifying the definition of the “Committee <Amending the definition of ”National Committee“ to ”Saudi Building Code Center". <Granting the Minister of Municipalities and Housing the authority to issue code amendments, instead of the National Committee.
Amend some phrases in the legal articles, so that the Saudi Building Code Center replaces the National Committee.
Transfer of personnel and property
To implement this transformation, a committee was formed from the Ministry of Municipalities and Housing, with the participation of representatives from the Ministries of Finance and Human Resources, in addition to the Saudi Standards, Metrology and Quality Organization, to:Transfer building code related employees from the National Committee to the Saudi Building Code Center, in accordance with the rules for transferring employees in the sectors targeted for privatization.
<Transfer property, documents and financial allocations from the Saudi Standards and Metrology Organization (SASO) to the new center.
Timeframe for the new center
The Cabinet decision required the Board of Directors of the Saudi Building Code Center to prepare a comprehensive draft organization for the Center, in accordance with the approved organizational arrangements, and submit it within a period not exceeding 12 months from the date of approval, to complete the statutory procedures.The Cabinet decision also required the Board of Directors of the Saudi Building Code Center to prepare a comprehensive draft organization for the Center, in accordance with the approved organizational arrangements. <A draft royal decree has also been prepared to cover some paragraphs related to the decision, in a step aimed at strengthening the institutional organization of the Saudi Building Code. This decision comes as part of the Kingdom's vision to enhance the efficiency of the building and construction sector and ensure compliance with the latest international standards in safety, quality and sustainability.
