the Saudi Water Authority confirmed that the rules it recently adopted allow real estate developers to install connections for the water and sewage networks for properties as part of the development phases, thereby limiting repeated excavation for each individual connection, enhancing street safety, reducing duplication of work, and lowering costs for beneficiaries.

The cost of connecting water service to a beneficiary is 1,000 riyals per meter, provided that the real estate developer completes the connection to the property’s boundaries in advance as part of the development phases, in early coordination with the service provider.
This regulation is part of the adoption of rules for the delivery of water and wastewater services to approved plans and development projects, thereby helping to reduce excavation within residential neighborhoods, improve the urban landscape, and lower operating costs.

The regulation is expected to help maximize the return on investment in infrastructure, by reducing repetitive operational interventions, increasing spending efficiency, extending the operational life of assets, and enhancing quality of life.

This is part of a development process the Authority has been pursuing since its inception in May 2024 to build integrated regulatory frameworks that contribute to improving the efficiency of the water sector, thereby supporting the objectives of the Kingdom’s Vision 2030.
