Royal Decree No. M/16 issued on 3/17/1437 AH approved the budget for the expenses of the municipality and municipalities for the fiscal year (1437/1438) at (26.313.931.000) twenty-six billion, three hundred and thirteen million, nine hundred and thirty-one thousand riyals, while the budget estimated the volume of revenues at (6.047.960.000) six billion, forty-seven million, nine hundred and sixty thousand riyals.

Having reviewed Articles (72, 73, 76, 78) of the Basic Law of Governance issued by Royal Decree No. (A/90) dated 27/8/1412 AH. Having reviewed Articles (25, 26, 27) of the Council of Ministers Law promulgated by Royal Decree No. (A/13) dated 3/3/1414H. Having reviewed Royal Decree No. (M/6) dated 12/4/1407 A.H., which stipulates that the State's fiscal year begins on the tenth day of Capricorn each year. Having considered the Royal Decree No. (Kh / S / 46325) dated 10/9/1425 AH regarding the distribution of the surplus revenues of the fiscal year 1424/1425. Having reviewed Royal Decree No. (A/227) dated 16/7/1426 A.H. on the distribution of the surplus revenues of the fiscal year 1425/1426. Having reviewed Royal Decree No. (A/149) dated 11/11/1427 AH regarding the distribution of the surplus revenues of the fiscal year 1426/1427. Having reviewed Royal Decree No. (A/18) dated 2/17/1434 A.H. regarding the distribution of the surplus revenues of the fiscal year 1433/1434.
Having reviewed the data on the revenues and expenditures of the Municipalities and Municipalities for the fiscal year 1437/1438. Having considered Cabinet Resolution No. (93) dated 17/3/1437 A.H.
We hereby decree the following:
First::

<The expenses of the municipality and municipalities for the fiscal year (1437/1438) are estimated at (26,313,931,000) twenty-six billion, three hundred and thirteen million, nine hundred and thirty-one thousand riyals.
Second::

<The revenues of the municipality and municipalities for the fiscal year (1437/1438) are estimated at (6.047.960.000) six billion and forty-seven million nine hundred and sixty thousand riyals.
Third:

<The difference between direct revenues and expenditures in the amount of (20,265,971,000) twenty billion two hundred and sixty-five million nine hundred and seventy-one thousand riyals shall be recognized in the general budget of the State. Raba::

<Expenditures shall be disbursed in accordance with the applicable financial regulations and instructions.
V::

<Municipalities shall collect their revenues in accordance with the established regulations and instructions, and the competent authorities shall follow up on the implementation of this. Sixth::

The provisions stipulated in clauses (III), (VI), (VI), (VII), (VIII), (VIII), (IX), (IX), (X), (XI), (XII), (XIII) and (XIV) of Royal Decree No. (M/14) dated 17/3/1437H, which approved the State General Budget for the fiscal year (1437/1438) shall apply to the budgets of the municipality and municipalities.

VII::

The supervisory bodies shall follow up on the implementation of the relevant regulations, decisions and instructions.
VIII::

The Minister of Finance shall issue the necessary instructions to implement the provisions of this Decree within the limits of the rules stipulated in it.

Ninth::

<His Highness the Deputy Prime Minister, the Minister of Municipal and Rural Affairs and the Minister of Finance - each with their respective responsibilities - shall implement this decree.
