The General Authority for Real Estate announced that the system of ownership of real estate by non-Saudis will enter into force and start applying its provisions within the system of real estate legislation regulating the real estate market in the Kingdom, starting from today, 3 Sha'ban 1447 AH corresponding to January 22, 2026 AD.

The Authority explained that receiving applications for non-Saudi ownership is done through the official digital portal "Saudi Real Estate", and the service includes residents and non-residents, in addition to non-Saudi companies and entities, according to specific legal controls and procedures.

Residents and non-residents of the Kingdom of Saudi Arabia are eligible for the service. <Residents inside the Kingdom can apply directly through the portal using their residency number, with automatic verification of the fulfillment of the statutory requirements and completion of the procedures electronically, while the journey of non-residents begins through Saudi representations and embassies abroad While non-Saudi companies and entities that do not have a presence in the Kingdom and wish to own property will register as a first step with the Ministry of Investment through the "Invest in Saudi Arabia“ platform and issue a unified number (700), before completing the ownership procedures electronically.

The Commission emphasized that the system allows non-Saudis, individuals, companies and entities to own property in various regions of the Kingdom of Saudi Arabia, and limits ownership in the cities of Riyadh and Jeddah, and in Mecca and Medina, according to a clear regulatory framework based on the geographical scopes document that will be announced during the first quarter of 2026, taking into account the limitation of ownership in the two holy cities to Saudi companies and Muslim individuals from inside and outside the Kingdom.

The Commission stressed that the system allows non-Saudis to own property in different regions of the Kingdom of Saudi Arabia. She pointed out that the “Saudi Real Estate” portal represents the official digital platform approved for the application of the system of ownership of real estate by non-Saudis, as it enables those wishing to own real estate to complete their procedures and ensure their compliance with the controls and requirements stipulated by law through an easy journey directly linked to the real estate registration system, which contributes to enhancing transparency and preserving rights.

She pointed out that the “Saudi Real Estate” portal represents the official digital platform approved for the application of the system of ownership of real estate by non-Saudis. She added that the system aims to raise the quality of real estate projects by attracting international developers and quality companies, stimulating growth in the residential, commercial, industrial and tourism sectors, as well as contributing to the creation of wide job opportunities for citizens in real estate activities related to real estate projects and urban growth, thus enhancing the contribution of the real estate sector to non-oil GDP sustainably.
