The Official Gazette published details of the regulatory framework for the regulatory sandbox adopted by the Board of Directors of the General Real Estate Authority at the end of December 2025, which aims to establish a flexible environment that allows for the testing and evaluation of innovative technical solutions before they are officially launched in the real estate market.
The framework defines this environment as a regulated experimental space that allows participants to test innovative technical models within specific controls and conditions, where the participant is granted a temporary permit to test the solution on a selected segment of customers, with close monitoring throughout the trial period.
Supporting Real Estate Innovation
This initiative is part of efforts to support real estate innovation by providing creators with the opportunity to test and develop their ideas, thereby contributing to increasing the market’s readiness to adopt modern technological solutions and updating legislation to align with future technological developments in the sector. Through this environment, the Authority also seeks to collect and analyze data to develop operational mechanisms and better serve the market.
To join the ecosystem, the submitted model must be innovative, have clear added value, and deliver tangible benefits to users, in addition to having reached an advanced stage of operational readiness.
The regulatory framework includes four main stages that participating models go through:
Submission stage: During this stage, the application is reviewed and requirements are completed within a maximum of 30 business days.
Readiness Assessment Phase: This phase lasts up to 120 business days, during which the model’s readiness is assessed and a decision on the application is made.
Testing Phase: During this phase, the model is tested on a specific segment of customers for a period ranging from 6 to 24 months.
Exit Phase: Based on the results of periodic reports, a decision is made to officially launch the model in the market, develop it further, resubmit it to the environment, or terminate the trial if it is deemed unsuitable or unsafe.
The framework emphasized that approval to join does not mean the model is fully compliant with current rules and regulations, nor does participation in the environment exempt the participant from complying with the law. The participant remains liable for any damages resulting from the test, and the Authority bears no legal liability.
