The National Program for the Development of Collective Housing for Individuals the need for establishments employing (20) or more workers to rectify their employees" housing conditions through one of the two approved regulatory pathways. This is part of efforts aimed at regulating employee housing and improving the quality of the residential environment, thereby contributing to enhancing the quality of life and improving the urban landscape in the Kingdom’s cities.
The program clarified that the first channel involves obtaining a collective housing license for the facility’s building through the ”Baladi" platform, after fulfilling the approved health, technical, and municipal requirements, while the second track offers the option to contract with pre-licensed collective housing units, ensuring the provision of formal housing for workers in approved buildings without the need for the facility to manage its own housing facilities.
The program noted that adhering to either track contributes to regulating the distribution of Worker housing within urban areas, curbing the irregular use of residential properties, and improving compliance with municipal and health regulations—all of which will positively impact the safety of the residential environment and the quality of life in cities.
The program called on establishments to take the initiative to rectify workers" housing conditions through the available regulatory channels, noting that failure to rectify conditions in accordance with the approved options may result in the application of regulatory measures outlined in the guidance manual, including the recording of violations and the suspension of certain government services associated with the establishment. The program explained that these measures are part of a broader effort to develop a more organized model for worker housing in the Kingdom, thereby supporting the efficiency of the housing market, elevate the standard of urban planning, and enhance the sustainability of cities in line with the objectives of Saudi Vision 2030.
It is worth noting that the Ministry of Municipalities and Housing chairs the National Program for the Development of Collective Housing for Individuals, whose members include the Ministry of Interior, the Ministry of Health, the Ministry of Human Resources and Social Development, the Ministry of Commerce, the Ministry of Industry and Mineral Resources, the Royal Commission for Jubail and Yanbu, the Saudi Authority for Industrial Cities and Technology Zones, the Authority for Special Economic Zones and Cities, and the Public Health Authority ("Weqaya").
