«Municipalities and Housing» Approves Regulations for the Early Extension of Lease Agreements for Investment Projects

The new regulations allow investors to extend contracts halfway through their term to support expansion and improve the efficiency of municipal asset investments.

The Ministry of Municipalities and Housing has approved the regulations for early extension for lease agreements for large investment projects concluded prior to the entry into force of the updated Municipal Real Estate Disposal Regulations, in implementation of the Royal Decree authorizing the early renewal of investment contracts after half the contract term has elapsed, and to establish the regulations and criteria governing this process, thereby enhancing the investment environment, increasing the efficiency of municipal real estate investment, and supporting the implementation of development investments in existing projects.
The Ministry clarified that the regulations are part of its efforts to promote municipal investment by enabling investors to extend their lease agreements during their term, continue developing and expanding their projects, and adding high-quality investments, thereby contributing to improving the efficiency of asset investment andreal estate and maximizing their utilization, while supporting urban development goals.
She added that the regulations help create a more attractive and stable investment environment and encourage investors to develop existing projects and improve their efficiency, thereby enhancing the competitiveness of municipal investment, supports private sector growth, and contributes to improving the quality of facilities and services, which in turn enhances the quality of life in cities and governorates.

The Ministry emphasized that the regulations govern the mechanism for extending investment lease contracts during their term for covered projects, within a governance framework that balances the protection of municipal authorities" rights with enabling investors to continue investing and developing, thereby strengthening the partnership with the private sector, achieving development goals, and increasing the economic value of municipal assets.
