The the Quality of Life Program—one of the programs aimed at realizing Saudi Vision 2030—in its 2025 annual report, highlighting the achievements made in various related sectors, as well as the progress made by the Quality of Life system in implementing transformative initiatives and projects, thereby contributing to the achievement of Vision 2030 targets and enhancing the quality of life for all residents of the Kingdom.
In terms of economic impact, the Quality of Life Program’s contribution to gross domestic product (GDP) reached 78 billion riyals, exceeding the target of 77.1 billion riyals. Its contribution to non-government investment stood at 21.8 billion riyals, and the local content ratio rose to 44%, exceeding the target of 37%, in addition to the creation of 387,000 jobs by the end of the year, representing an annual increase of 6.35%.

Global Quality of Life Index
The program launched the Global Quality of Life Index, which includes more than 90 cities from 35 countries, and was incorporated into the strategic plan for the United Nations Human Settlements Program, serving as an international platform to support decision-makers and initiatives aimed at improving quality of life in cities around the world, while reinforcing the Kingdom’s presence and its leading role in this field.

At the program sector level, the Urban Design sector has made progress in improving the urban environment through the Saudi Architecture Map initiative, launched by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister—may God protect him— which includes 19 architectural styles inspired by the Kingdom’s geographical and cultural characteristics, thereby strengthening the urban identity and providing scope for creative design while preserving local character.

Municipal Services
Citizen satisfaction with municipal services rose to 85%, exceeding the target of 74%, and the “Fursat” initiative helped connect 49 government agencies with the private sector by offering more than 19,000 investment opportunities, and the value of returns generated from these contracts exceeded 9 billion riyals, reflecting the success of the partnership between the two sectors in supporting urban economies.

The Tourism Sector
The tourism sector witnessed continuous growth, as the Kingdom’s destinations welcomed more than 32 million domestic and international tourists during the Saudi Summer season, representing a growth rate of 26% compared to the previous season, and tourism spending exceeded 53.2 billion riyals, with a growth rate of 15%. The Kingdom ranked first globally as the top tourist destination in terms of growth in international tourist revenue during the first quarter of 2025, compared to the same period in 2019, according to the World Tourism Barometer report issued by the United Nations World Tourism Organization.
In terms of tourist numbers, the number of international tourists visiting various destinations in Saudi Arabia doubled, as the Kingdom recorded a 1,02% growth in international tourist arrivals during the first quarter, compared to 2019, significantly surpassing the global growth rate of 3% and the Middle East’s growth rate of 44%, and the Kingdom ranked third globally and second regionally, reinforcing its leading position in the international tourism sector.

Entertainment Continues to Expand
In the entertainment sector, the industry continued to expand through a network of 954 licensed venues and by hosting 40 unique entertainment events, in addition to implementing various training programs and development courses that benefited more than 42,000 participants across 10 cities, incubating 33 startups, and supporting 110 establishments through financing and financial guarantee programs.

Events and Heritage Preservation
In the cultural sector, the Prince Mohammed bin Salman International Center for Arabic Calligraphy was inaugurated in Madinah, and the Red Sea Museum was opened in historic Jeddah as a significant addition to the Kingdom’s cultural and intellectual landscape. The number of days of cultural events reached 6,314, compared to the 2025 target of 3,010 days, and the number of “accessible national heritage sites” reached 232, thereby achieving the 2025 indicator target.
In the sports sector, the percentage of adults engaging in physical activity rose to 59.1%, exceeding the target of 55%, and more than 230,000 participants benefited from the "Sports for All" platform, which includes more than 9,000 sports groups, reflecting the growing culture of sports participation and the promotion of healthy lifestyles.
The security sector witnessed the launch of the Unified Security Operations Center (911) in Madinah, the fourth of its kind in the Kingdom, unifying the operations of 28 operations rooms within an integrated operational system that includes security, government, and service agencies in the region.
The achievements of 2025 reflect continued progress toward the goals of the Quality of Life Program, and solidifies the Kingdom’s position as a global model in urban development, improving quality of life, and promoting sustainable development in line with the objectives of Vision 2030.
