The Ministry of Municipalities and Housing issued more than 34,000 building permits in various regions of the Kingdom from January through the end of June 2026, as part of its efforts to regulate construction, streamline procedures, and keep pace with the urban development taking place in cities and provinces.
The Ministry clarified that residential permits accounted for the largest share of the total permits issued, with a number exceeding 28,000, while the number of commercial permits reached more than 5,000, in addition to over 1,000 permits for government buildings.
It noted that the development of the municipal licensing system and the expansion of digital solutions available through the “Baladi” platform have contributed to simplifying licensing procedures, expediting the processing of applications, and improving the user experience, in addition to enhancing coordination among relevant authorities.
Diversity of Urban Projects
The Ministry emphasized that the volume of licenses issued reflects the diversity of urban projects across the residential, commercial, and government sectors and keeps pace with development expansion in various regions of the Kingdom, as well as its role in supporting investment and developing the urban environment. It noted that it continues to work with municipal authorities to improve licensing procedures, developing related digital solutions, and enhancing operational efficiency—all of which support the quality of municipal services, elevate the urban landscape, and contribute to achieving the goals of Saudi Vision 2030.
This comes as an extension of the Ministry’s efforts to develop the municipal licensing system, as it recently announced the issuance and renewal of more than 274,000 commercial licenses during the first half of 2026, including the issuance of more than 97,000 new commercial licenses, the renewal of over 177,000 licenses, as well as the processing of more than 91,000 amendments to commercial licenses and over 43,000 requests to add commercial activities, and approximately 39,000 license ownership transfers, as part of efforts to enhance the investment environment and expand the scope of digital services provided through the “Baladi” platform.
