The Council of Ministers approved the continuation of the jurisdiction of Ministry of Municipalities and Housing with regard to fees for the collection of residential and commercial waste , effective as of the expiration date specified in Item (II) of Royal Decree No. (M/160) dated 3/8/1446 AH, until the Board of Directors of the National Center for Waste Management completes and approves the study prepared in this regard.
The decision stipulates that the Ministry shall retain its authority to oversee fees for the collection of commercial and residential waste, effective the 6th of Muharram 1447 AH, until the completion of the regulatory procedures for determining and approving the financial compensation stipulated in the Waste Management System, thereby ensuring the continuity of service provision and the organization of the fee collection mechanism during the transitional phase.
The approval came after reviewing the correspondence received from the Royal Court and the telegram from the Minister of Municipalities and Housing regarding the request to maintain the Ministry’s jurisdiction, in addition to reviewing municipal service fees, the Waste Management System, and the relevant royal decrees, Cabinet Decision No. (611) issued on 22/8/1447 AH, as well as the expert panel’s memoranda, the recommendation of the Council of Economic and Development Affairs, the Shura Council’s decision, and the recommendation of the General Committee of the Council of Ministers. The decision comes as part of efforts to complete the regulation of the waste management sector, whereby the Ministry of Municipalities and Housing will continue to exercise this jurisdiction until the financial compensation is approved in accordance with the national framework for fees and financial compensation approved by the Council of Ministers.
The extension aims to ensure the stability of commercial and residential waste collection services and prevent them from being disrupted during the transitional period, while also finalizing the regulatory and financial aspects related to the implementation of the waste management system, thereby contributing to improving the efficiency of municipal and environmental services.
