The “Urban October 2026” program, organized by the Ministry of Municipalities and Housing and King Saud University, in partnership with the National Housing Company, and in cooperation with the United Nations Human Settlements Programme (UN-Habitat) and the United Nations Development Programme, will launch today, Sunday, to discuss the future of housing and Saudi cities, and to explore solutions that contribute to raising the quality of life and enhancing the integration of urban neighborhoods.
The program comes within the framework of expanding cooperation between government agencies, academic institutions and experts working in urban planning and development, and linking international studies and experiences to the needs of Saudi cities, through specialized dialogue sessions held remotely.
Four axes outline the priorities of cities
The program is based on four main pillars: housing, growth and future communities; city management and urban governance; land management and urban development; and quality of life and integrated neighborhoods.
These axes reflect the broadening of the concept of urban development, which is no longer limited to providing housing units or constructing buildings, but extends to planning neighborhoods, providing services and facilities, improving ease of movement, and raising the efficiency of land use and infrastructure.
The program also puts the relationship between housing and its surrounding environment into the discussion, based on the premise that the quality of housing is also linked to the availability of basic services, public spaces and opportunities that residents need in their daily lives.
Housing and growth: How are cities responding to changing needs?
The Housing, Growth and Future Communities axis addresses ways to respond to changing housing needs, in light of evolving lifestyles and varying family needs. It highlights the importance of linking housing supply planning with urban development, so that the provision of units is not separated from the needs of residents, workplaces and services.
From a real estate market perspective, this axis opens the door to discussing how to integrate residential projects with urban planning, and the extent to which new communities can meet the long-term needs of residents, and not just provide saleable units.
City governance and data are at the forefront of urban development.
The City Management and Urban Governance axis explores ways to utilize data in setting priorities and improving city management. This aspect becomes increasingly important as cities expand and their neighborhoods have more diverse needs, requiring decisions based on accurate information about residents, services, and infrastructure.
The discussion extends to land management and urban development, with a focus on improving the efficiency of its use and better directing investments and facilities. Integrating data and planning allows for a more accurate assessment of needs and the identification of areas that require development interventions or improvements in services.
Integrated neighborhoods... Quality of life goes beyond the boundaries of housing
The quality of life and integrated neighborhoods axis is one of the most prominent issues addressed by the program, as it focuses on developing neighborhoods where access to services, public spaces and transportation options is easy, taking into account the different needs of the community groups.
This means that evaluating the residential environment is not only related to the specifications of the unit, but also includes its location, ease of access to facilities, the quality of public spaces, and the extent to which the neighborhood is connected to its urban surroundings.
For real estate developers, this trend highlights the importance of integrated planning when designing residential communities, while giving buyers a broader standard for evaluating available options, going beyond the property's size and price to the quality of the surrounding environment and opportunities to benefit from services.
A partnership between applied expertise and academic research
The National Housing Company is participating with its applied expertise in developing residential communities, which allows for combining practical experience with research and academic capabilities in discussing housing and urban development issues. The program aims to exchange knowledge and experiences between government agencies, universities and urban practitioners, and to benefit from international experiences in developing proposals that respond to the priorities of Saudi cities.
