The National Transformation Policies 2020 set ambitious programs to stabilize the national economy according to various strategies and initiatives to increase non-oil revenues, by putting the package of facilities granted to investors and entrepreneurs, and on the other side and in the same direction, the Cabinet recently approved the amendment of the municipal services fee with a set of other fees such as visas and traffic violations, and based on the decision, the Minister of Municipal and Rural Affairs issued the new fees for licenses for establishments of all types of activities, and those wishing to build, complete or renovate, and other building and construction activities.

The new decisions set the fees for licensing most of the activities related to building, construction and real estate development, which contains 19 clauses that include 60 different fees and set the maximum limit without mentioning the minimum, we hope that the regulations to be issued by the minister to implement this decision take into account the minimum fees according to the status of the person or institution that will pay them, especially in the matter of residential construction, so that these decisions do not hinder the construction of houses that the citizen supervises himself, and we hope that the regulation takes into account any additional costs paid by developers and owners of residential units; because they will be on top of

One of the observations that must be included in the expected regulation is the differences in places, for example, a commercial complex in southern Riyadh differs in terms of possibilities, income and profit from another complex with the same area in northern Riyadh, and a shop selling vegetables and fruits differs in its sales from other shops, as well as hotels and furnished apartments whose budgets differ from one location to another and from one city to another, and this applies to the rest of the economic activities, , so we hope that all these considerations will find their place in the regulation that organizes and explains many of the items that need more detail and practically takes into account the state's orientation in facilitating investment for entrepreneurs and reducing housing costs.

We hope that the Ministry of Municipal and Rural Affairs will involve specialists, especially real estate professionals and contractors in developing the regulation so that it is implemented in an ideal way that does not affect the progress of urban development and makes exceptions for families with limited income and state employees who want to build their own homes as well as special exceptions for stalled projects and companies so that everyone helps strengthen the national economy and increase its resources in a way that does not harm the citizen.

And we hope the Ministry of Municipal and Rural Affairs will involve with it specialists, especially real estate professionals and contractors in developing the regulation to be implemented perfectly.
