The Ministry of Housing has completed its arrangements to start applying the “Ejar” program to the residential and commercial sectors, where a certified real estate broker can register three Saudi users as additional assistants and authorize them to register tenants“ data in the ”Ejar" system on his behalf, provided that the broker will be directly responsible for the actions of his registrants, noting that the Ministry of Housing will allow in the near future to increase the number of registrants for each broker.
Electronic Contracts <The General Supervisor of Ejar Regulation in the Ministry of Housing, Engineer Mohammed Al-Batti, revealed that real estate brokers can conclude standardized electronic contracts for the residential sector through Ejar soon in preparation for its launch, while contracts for the commercial sector will be concluded during the first quarter of 2018, and pointed out that the number of real estate brokers registered in the Ejar network is constantly increasing, noting that a large percentage of real estate brokers have completed the electronic training course that qualified them for accreditation in the program, and many of them have started adding brief units and concluding electronic mediation agreements with lessors, pointing out that the Electronic Contract Executive Deed Al-Batti explained that the Ministry looks forward to the services and features available in the Ejar network, the most important of which is preserving the rights of the parties to the rental process (landlord, real estate broker, tenant), as a motivation to increase registration in the network, pointing out that the unified electronic contract carries the status of an executive deed, and without this contract, which was developed and audited by the specialists of the Ministries of Housing and Justice, the »executive" status of the rental contract disappears, and it is difficult for various parties to implement, follow up and preserve their rights within rental contracts.
Amending commission controls. Al-Batti said that the real estate offices regulation approved by the Council of Ministers emphasized that no real estate office can be opened without being registered in the commercial register, noting that the office must be fully owned by a Saudi person or a company fully owned by Saudis, and that its responsible manager must be a Saudi national, stressing that the Ejar network applies what is stated in the regulation that confirms that non-Saudis are not registered.

On the proposal of real estate offices to develop the brokerage commission, which is currently 2.5%, Al-Batti pointed out that there is a study to amend several elements for real estate offices, including commission controls, documentation of transactions and contracts for real estate offices, limiting the brokerage activity to real estate offices, activating supervision to implement the regulation and control violations and field monitoring, and the results will be announced soon.
