The launch by the Ministry of Housing—represented by the «Ijar,» of the standardized lease agreement was intended to serve as the main driver for the development, sustainability, and increased trust necessary to achieve balance in the real estate rental sector. This is achieved by regulating and streamlining procedures in the real estate rental sector through incentive-based and impartial regulations and operational mechanisms.
The standardized lease agreement aims to facilitate and document rental transactions and strengthen trust among the parties involved, and to record the mutual obligations between landlords, tenants, and real estate brokers in the rental housing sector. These obligations will be automatically recorded and documented among the parties to the rental transaction via the «Ijar» network, As launched by the Ministry, the “Ejar” program serves as the primary driver for the development, sustainability, and increased trust necessary to achieve balance in the real estate rental sector. It does so by regulating and streamlining rental sector procedures through incentive-based systems and mechanisms, and impartial systems and mechanisms to protect rights and maintain the sector’s balance. In its initial form, the contract includes the lease agreement details, as well as information on the landlord and tenant or their representatives, as well as information on the real estate agency and the broker, in addition to details regarding title deeds, the property, and the rental units.The published contract specifies the financial details, the payment schedule, and the obligations of the parties, which are set forth in sixteen articles detailed throughout the contract, to which a detailed schedule explaining certain fields included therein is attached.The lease agreement launched by the Ministry documents the rights of all parties—the “tenant, landlord, and real estate broker”— in addition to establishing standardized lease agreements that can be used as enforceable instruments to meet the needs of beneficiaries, thereby serving as a tool for developing policies and regulatory procedures for real estate brokerage firms to ensure their qualification and accreditation.
