Al-Ahsa workshop: Licensed real estate brokers must register all rental contracts electronically; penalties for violators

The Real Estate and Housing Committee at Al-Ahsa Chamber, in cooperation with the “Ejar” program, recently held an open workshop to introduce the program and its objectives, uses and features of the “Ejar” electronic network, in the presence of Mr. Luay Al-Saleh, Vice Chairman of the Chamber's Board of Directors and a large number of real estate agents, real estate brokers and those interested in real estate in Al-Ahsa at the Sheikh Nasser Al-Zaraa Hall (God rest his soul) at the Chamber's main headquarters.

The workshop came within the calendar of programs and events organized and implemented by the committee within the framework of its plan for the current year to contribute to the development and increase real estate awareness and a continuation of the series of workshops provided by the “Ejar” program in all regions of the Kingdom to introduce the uses and benefits of “Ejar” to empower real estate brokers and listen to the suggestions and opinions of real estate brokers about the “Ejar” network to serve all parties to the rental process.

During the workshop, Al-Saleh, Vice Chairman of the Chamber and a large number of real estate and real estate brokers interested in real estate in Al-Ahsa. They pointed out that “Ejar” offers many benefits to all parties to the rental process, including creating job opportunities in the field of real estate brokerage, organizing and enriching the field of work in real estate leasing, in addition to the benefits it offers to tenants and lessors from guaranteeing payment, providing partial payment options, rent installments, controlling maintenance costs and supporting those who default on the payment of housing rent according to a preventive program that ensures that they do not fall into default and a remedial program to compensate those affected.

The speakers discussed the methods of listing the contract and documenting the units in the network and how “Ejar” allows providing many services and benefits to all parties, such as guaranteeing the rights of both the tenant and the lessor, separating maintenance costs, providing electronic payment options, installment of rent and protecting both parties from any possible disputes, in addition to the benefits provided to the real estate broker to guarantee the rights of the broker and organize work through electronic archiving of all stages of the leasing process, which also allows investment in real estate leasing and contributes to providing competitive services at better prices.

Many of the interventions in the meeting included the following. Among the many interventions raised by the attendees at the workshop, Ejar officials explained that there is a clear decision by the Council of Ministers to oblige real estate brokers - licensed - to register all residential and commercial rental contracts electronically through the electronic network “Ejar”, and that those who violate this will be subject to the penalties contained in the regulation of real estate offices, explaining that the documentation of contracts electronically must be through the authorized real estate broker who is responsible for ensuring the eligibility of the contractors, as well as verifying the title deeds of the lessor for the property.

These are the only ways to ensure the rights of the intermediary and to regulate the work through electronic archiving of the property. It is noteworthy that the Ejar program team that presented the workshop included Engineer Majid Ghallab Al-Omari, Director of Branches Department in Ejar, Mr. Abdulrahman bin Mohammed Al-Omari, Director of Strategic Performance, and Engineer Turki Zamil Al-Salim from the Information Technology Department.

It is worth mentioning that the “Ejar” electronic network aims to document lease contracts and preserve the rights of all parties, draft standardized lease contracts that can be used as executive documents that meet the needs of beneficiaries, develop organizational policies and procedures for real estate brokerage facilities to qualify and accredit them, improve the performance of the real estate rental sector and increase its contribution to the local product, in addition to contributing to reducing the volume of disputes in the real estate rental sector.
