During his speech at the Saudi Law Conference yesterday in Riyadh, Minister of Justice and Chairman of the Saudi Bar Association Dr. Walid bin Mohammed Al-Samaani called for focusing on how to build legal services in a non-traditional structure, seeking positive development and the issue of shortening procedures and avoiding complexity as much as possible, indicating that this burden falls primarily on legal and justice authorities and legal service providers from professionals such as lawyers, consultants and others.
Samaani stressed the need for the justice sector in general to activate the preventive aspect more than others, indicating the need to prioritize the preventive aspect in the concept of providing legal services and predicting the resolution of legal issues before they occur, whether in drafting legislation, regulations or work mechanisms.
and added:" Many specialists and lawyers may turn to the therapeutic side by providing legal consultations, as well as litigation, but providing special preventive legal services such as drafting contracts and moving towards arbitration will undoubtedly contribute to increasing the pace of development further, God willing'.
Dr. Al-Samaani stressed that the current stage requires building partnerships with educational institutions and universities to consolidate the issue of scientific qualification, as well as with training centers, including the Judicial Training Center, to build the professional side and continue training, in addition to working with other educational institutions inside and outside the Kingdom.
He drew attention to the fact that the Ministry of Justice has noticed the great demand for the legal profession and that the last two years, the demand was more than 60% compared to the previous year, as well as the increase in the percentage of licenses for female lawyers, which reached more than 300%, he added: This undoubtedly indicates that the future of the legal services industry will impose itself, and the next stage will be a clear qualitative leap in the legal services industry.
Dr. Al-Samaani pointed out that the outlook for the future is based on many realities, and that the establishment of the Saudi Bar Association, whose regulation stipulates a focus on the professional aspect, is the first feature of the future that promises all good, then the legal component is the basis for all areas of development adopted by Vision 2030.
The Minister explained that legal services, legislation, laws and regulations are the basis of every development, whether in the field of privatization or otherwise, and therefore the provision of legal service is a constant element in all areas of development, giving it a stronger dimension of orientation.
