“Entertainment Authority issues updated licensing regulations for entertainment and support activities

The General Entertainment Authority has issued a regulation on licenses for entertainment and support activities that specifies the requirements and documents required to obtain licenses in the entertainment sector, the types of licenses issued by the Authority and to which the provisions of this regulation apply, in addition to the obligations of the licensee and the types of penalties issued for violators of the regulations.
The regulation contains 19 articles distributed over five chapters, and specified ten types of licenses to which the provisions of the regulation apply, classified into three categories: The entertainment facilities category includes amusement parks, entertainment centers and entertainment events facilities, while the entertainment events category includes a permit to organize an entertainment event, a permit to hold an entertainment show and a permit to hold live performances in restaurants and cafes, while the supporting activities category includes a license to manage and develop artistic and entertainment talents, a license to operate entertainment facilities, an accreditation certificate for crowd management and crowd management, and an accreditation certificate for selling tickets for entertainment activities.
The Authority studies the applications submitted by the investor through the “Entertainment Portal”, then issues the license, and provides post-license services, noting that Taking into account Islamic values and morals and social culture in the Kingdom, not offending persons or government bodies, taking all security and safety measures at the site of the entertainment or support activity, applying all controls of entertainment and support activities and adhering to the instructions and guidelines approved by the Authority.
The regulation touches on the penalties imposed by the Authority on violators, which are either a warning, closing the entertainment facility, suspending the entertainment or support activity, or withdrawing the license completely, and can also include the violator in the ban list. On the other hand, the licensee has the right to object to the Authority's decisions at the Complaints Department, which considers the objection and takes the appropriate action or submits it to the Grievance Committee.
This regulation is the updated version of the regulation issued by the Authority in 2018, as part of its regulatory and legislative role for the entertainment sector, through which it is keen to ensure the highest level of quality and excellence for all events and activities covered by the sector, and the Authority made the regulation available via https://www.gea.gov.sa/media/3020/license-regulations.pdf/.
