The “White Lands” program issued 150 invoices for lands in Riyadh located within the declared urban area with a total area of more than 100 million square meters, as part of the sixth cycle of invoices, calling on the owners of the concerned lands to develop their lands or pay within a year from the date of issuing the decision.

The program explained in a statement that the total white land fee invoices issued since the launch of the program exceeded 8300 invoices in the cities where the fees were applied, including the sixth cycle of the city of Riyadh for fees in its first phase in 1444-1443 AH.
The program had announced in mid-December last year the application of the second phase of fees in more than 140 neighborhoods in the city of Riyadh in conjunction with the application of the first phase according to the approved map and scope, provided that the issuance of invoices for the first cycle of the second phase in Riyadh will begin in the third quarter of this year.

The program noted that the invoices “payment orders" are considered contracts, privileges and penal documents according to the state revenue system, after the issuance of the Supreme Order on this during August 2020, indicating that Article 15 of the executive regulations of white land fees states that the amounts collected are spent to develop infrastructure projects in accordance with the following text: "The Ministry shall determine the methods of disbursement - from the special account of the amounts of fees and fines collected - on housing projects, the delivery of public facilities to them, and the provision of public services in them."
