The Board of Directors of the General Real Estate Authority issued the Executive Regulations for the Real Estate Registration System issued by Royal Decree No. (M/91) dated 19/9/1443 AH, in accordance with the powers vested in it under the provisions of the law, which pertains to the registration of land and real estate properties, and its articles set forth all the details and procedures pertaining to the system, within the framework of the development phase the real estate sector is undergoing at all legislative and regulatory levels, as a result of the support and attention the sector receives from the wise leadership—may God support them.

The General Real Estate Authority is responsible for overseeing the system, which contributes to enhancing the efficiency and flexibility of registration procedures in the system in cooperation with the relevant government agencies. The system works to increase transparency and reliability in the sector and reduce real estate disputes.
The granting of absolute title to real estate, which is conclusive in legal proceedings, is one of the most important features stipulated in the system, which in turn serves the public interest and benefits property owners across all segments of society, as the system outlines procedures for disposing of properties delineated on maps, registration fees, penalties, and regulations governing surveying activities related to the real property registration.

It is worth noting that the registration of land and real estate is one of the priorities of the comprehensive strategy for the real estate sector, which was approved by the Council of Ministers, which contributes to the creation of an electronic real estate registry for land and properties and fulfills the third pillar of the strategy by enhancing market efficiency—making it dynamic, attractive, and instilling confidence in participants.
