The Ministry of Commerce has determined that the lowest discount rate for commercial products is 10% compared to the product’s previous price, The Ministry clarified that if the percentage of discounted products is less than 50% of the total products offered for sale, the store may offer unadvertised discounts outside the store.

In the Consumer Rights and Responsibilities Guide, regarding regulations on commercial discounts, the Ministry stated that discounts are considered partial if 50% of the products on display are discounted, but if the percentage is lower than this, discounts may not be advertised; discounts are considered "comprehensive" if all products offered at the commercial establishment are discounted without exception.

The Ministry noted that if a product is custom-made for the consumer, the purchase invoice must include the agreed-upon terms and specifications, or these must be recorded in an agreement separate from the purchase invoice, and the consumer must receive a copy of it, and that discounts must be offered during the period specified in the license and apply only to the products covered by it.

The Ministry stated that the business must affix a price tag to the discounted product showing the price before and after the discount, along with displaying a copy of the license in a clearly visible location within the commercial establishment, and that offers and discounts must, in all cases, be truthful.

Regarding specific regulations governing commercial contests, the Ministry stated that after obtaining a license from the Ministry of Commerce to hold a commercial contest—which must be publicly announced—the organizer must comply with a number of conditions, including clearly explaining the method of participation, and the prizes offered; a purchase must not be a condition for participation in the contest by any means; the contest must not exceed 60 days in duration; and the results must be announced within 30 days of the contest’s end; The organizer is required to deliver the prizes within 7 days of the results being tallied, and undertakes to ensure that no contestant wins more than one prize; the first prize won shall be the only one awarded to that contestant, Prices of products must not be increased during the contest period, and neither the organizer nor their relatives nor anyone employed by their business may participate in the contest
