This service allows real estate development companies to apply for real estate certification for projects off-plan sales, and the Center coordinates with the Off-Plan Sales and Leasing Committee (Wafi) until approval of eligibility is issued and sent to the applicant.
Documents Required to Apply for Certification
- Qualification application form (including the entity’s commitment that the information provided in this application is true and accurate), stamped and signed by an authorized representative of the entity. (Certified by the Chamber of Commerce).
- The applicant’s commercial registration or investment license—if there is a foreign partner—or the cooperative association license must be valid and include real estate development or off-plan sales activities.
- A valid certificate of membership in the Chamber of Commerce and Industry.
- If the applicant for qualification is a company, the articles of incorporation or bylaws must be attached if the company is a public or closed joint-stock company, or the bylaws of the cooperative association, provided that they include real estate development (or off-plan sales).
- A valid certificate from the General Organization for Social Insurance, accompanied by a list of active employees.
- A valid certificate from the General Authority for Zakat and Income Tax stating that there are no outstanding liabilities related to the qualification application, valid and without reservations.
- A valid Saudization certificate.
- Audited and approved annual financial statements for the previous two years (for startups, a report from a certified public accountant confirming the company’s commencement of operations, clarifying its financial status, and providing a projected budget for the coming year is sufficient).
- Commercial registration number.
- A projected budget for the coming year (when selecting the “start-up” business type).
- A report from a certified public accountant confirming the start of operations (when selecting the business type “Startups”).
- A letter from the business specifying the budget allocated for commencing real estate development activities (when selecting the business type “Start-ups”).
- Analysis of data from a credit report issued within three months of the application date (when selecting the “Start-up” business type).
- Financial statements of the partners and founders (when selecting the entity type “Startups”).
- Data on legal cases and pleadings (when selecting the “Startups” business type).
- Institutional structure (when selecting the “Startups” business type).
- Project development methodology (when selecting the “Startups” entity type).
- Human resources (when selecting the “Startups” entity type).
- The enterprise’s plan for the three years following qualification (when selecting the enterprise type “Start-ups”).
- Certificates of qualification or classification previously obtained by the enterprise from government agencies or the private sector (when selecting the enterprise type “Start-ups”).
- Memoranda of Understanding (when selecting the enterprise type “Start-ups”).
- A letter of commitment from contracting firms to provide labor and confirm the ability to begin work (when selecting the “Start-up” business type).
- Copies of classification certificates for contractors contracted by the entity (when selecting the entity type “Start-ups”).
- Audited and certified financial statements for the business (for the two years preceding the year of qualification submission) (when selecting the business type “Existing Businesses”).
- Financial ratios and indicators (when selecting the “Existing Enterprises” category).
- A letter from the entity specifying the budget allocated to commence real estate development activities (when selecting the entity type “Existing Entities”).
- Certificates from a bank attesting to the entity’s financial standing (when selecting the entity type “Existing Entities”).
- Analysis of credit report data issued within three months of the application date (when selecting the “Existing Businesses” entity type).
- Data on legal cases and pleadings (when selecting the “Existing Businesses” business type).
- Organizational structure (when selecting the “Existing Businesses” business type).
