The Ministry of Municipal, Rural Affairs, and Housing has published, via the survey platform, a draft regulation for the “Etmam” Real Estate Developers Services Center, to solicit public feedback by February 29, 2024, at the latest.

According to the draft, the center aims to facilitate real estate development and streamline developers" access to real estate and municipal services related to real estate development through a unified digital platform, and to improve the quality of services through coordination and integration among relevant authorities, thereby actively contributing to the empowerment and development of the real estate development sector.

The Center enjoys independent legal personality and financial and administrative autonomy; it is organizationally linked to the Minister and is headquartered in Riyadh; and, by decision of the Council, it may establish branches or offices within the Kingdom as needed.

According to the draft, the Center’s financial resources consist of: appropriations allocated to it in the state’s general budget; fees collected for the work, services, and licenses it provides; as well as donations, contributions, grants, bequests, and income from endowments accepted by the Board, and any other resources approved by the Board in accordance with applicable regulations and instructions.
