The new updates to the executive regulations of the Municipal Licensing Procedures System take into account the development and urban and economic activity in the Kingdom of Saudi Arabia, and are in line with the diversity of the needs of beneficiaries in the construction and building sector, in addition to meeting the aspirations of investors and commercial establishments.

The Ministry of Municipal, Rural Affairs and Housing confirmed that the new updates to the executive regulations of the Municipal Licensing Procedures System take into account the development and urban and economic activity in the Kingdom of Saudi Arabia. This came in a statement issued by the ministry on Sunday, after the Minister of Municipal and Rural Affairs and Housing Majid bin Abdullah Al-Haqeel approved updating the executive regulations of the municipal licensing procedures system as part of the ministry's efforts to develop the municipal sector and to achieve more transparency and governance in licensing procedures and raise the quality of services provided to beneficiaries, which reflects on improving the business environment and enhancing the attractiveness of investment in the Kingdom.

This came in a statement issued by the ministry on Sunday. The Ministry explained in its statement that the new updates to the regulation included clarifications on the requirements and procedures for construction and commercial licenses, the mechanisms for issuing them and the duration of the procedures related to each of them, synchronizing commercial and construction licenses with civil defense certificates, and expanding the supervisory powers of the Ministry and not limiting them within the urban area in response to modern business models.

New updates to the regulation included more transparency and governance in the licensing procedures and raising the quality of services to the beneficiaries. The updates also included adding the option to relocate shops without revoking the commercial license and regulating the licenses of mobile traders, as these changes contribute to the governance of commercial and construction licensing procedures and improve the investment environment.

The regulation also included improving the synchronization of commercial and construction licenses with civil defense certificates. The regulation includes improvements to enhance the beneficiary experience and make it more flexible, most notably; allowing the beneficiary to obtain an initial approval to prepare the site, reconstituting the committees to consider grievances related to commercial and construction licenses, detailing the procedures for their formation, work, governance and raising the quality of their services.
