The Ministry of Municipal and Rural Affairs has set penalties for engineering offices that violate the application of mandatory thermal insulation during their supervision of residential buildings, categorizing the penalties into five degrees up to a maximum of 24 months suspension from dealing. This came during the activities of workshops to introduce the application of mandatory thermal insulation on residential buildings on the stages of the Chambers of Commerce and Industry in the Kingdom, targeting engineering offices and real estate developers, including the Standards, Metrology and Quality Authority, the Saudi Electricity Company, the National Energy Efficiency Program, the Saudi Council of Engineers and the Council of Saudi Chambers. According to the “Municipal and Rural Affairs” reports, engineering offices were given an initial warning if five violations were detected, and a final warning if ten violations were detected, while dealing is suspended for six months if the office falls into 15 violations, and 12 months if seven violations are detected after resuming work with it, and in the case of repeating violations for seven more times, dealing with the office is suspended for 24 months. The Ministry of Municipal and Rural Affairs stipulates that to obtain a building license, a thermal insulation pledge must be signed between real estate owners and engineering offices, which contains the necessary information to monitor the application of thermal insulation, while electricity services are not delivered to buildings until after confirming the application of insulation.
