The Ministry of Municipalities and Housing has called on all owners of unregistered land located within the specified geographic areas in the city of Riyadh to expedite their registration through the program’s online portal within a 60-day deadline, warning that failure to register may subject owners to fines of up to 100% of the fee amount.
The Ministry explained that the geographical areas were determined based on a detailed study of urban development priorities in the capital, where they were divided into five categories with varying fee rates aimed at stimulating balanced urban development and increasing the real estate supply.
The segments are distributed as follows:
Segment 1 (Highest Priority): 10% of the land value.
Segment 2 (High Priority): 7.5%.
Third bracket (medium priority): 5%.
Fourth bracket (low priority): 2.5%.
Fifth bracket (non-priority): No fees are imposed, and it is counted as part of the total land owned by the taxpayer within the city.
The Ministry confirmed that all revenues from unused land fees will be allocated in full to support housing projects, thereby helping to increase the supply of housing units and meet citizens" needs.
