<The state budget for the fiscal year 1437/1438 AH estimated the expenses of public institutions and the like with budgets attached to the state's general budget for the fiscal year 1437/1438 at (133.062.238.000) one hundred and thirty-three billion and sixty-two million, two hundred and thirty-eight thousand riyals. This was stated in the text of Royal Decree No. M/15 dated 3/17/1437 AH.

Having reviewed Articles (72, 73, 76, 78) of the Basic Law of Governance issued by Royal Decree No. (A/90) dated 27/8/1412 AH. Having reviewed Articles (25, 26, 27) of the Council of Ministers Law promulgated by Royal Decree No. (A/13) dated 3/3/1414H. Having reviewed Royal Decree No. (M/6) dated 12/4/1407 A.H., which stipulates that the State's fiscal year begins on the tenth day of Capricorn each year. Having considered Royal Decree No. (Kh/S-46325) dated 10/9/1425 AH regarding the distribution of the surplus revenues of the fiscal year 1424/1425.
Having reviewed Royal Decree No. (A/227) dated 16/7/1426 AH on the distribution of the surplus revenues of the fiscal year 1425/1426
Having reviewed Royal Decree No. (A/149) dated 11/11/1427H on the distribution of the surplus revenues of the fiscal year 1426/1427 Having reviewed the data on the revenues and expenditures of public institutions with budgets attached to the State's general budget for the fiscal year 1437/1438. Having considered Cabinet Resolution No. (92) dated 17/3/1437 A.H.
We hereby decree the following:
First:

<The revenues and expenses of public institutions and the like with budgets attached to the state's general budget for the fiscal year 1437/1438 are estimated at (133.062.238.000) one hundred and thirty-three billion and sixty-two million, two hundred and thirty-eight thousand riyals.
Secondly:

The excess of the estimated revenues and the unspent ones shall be deposited in the current account of the Ministry of Finance at the Saudi Arabian Monetary Agency, unless the Ministry of Finance deems it necessary to allocate part of this excess to the necessary needs of public institutions.

Third::

Revenues are collected and expenditures are disbursed in accordance with the applicable regulations and instructions.

IV::

Except for the General Organization of Saudi Arabian Airlines, the provisions stipulated in clauses (III), (VI), (VII), (VIII), (IX), (VI), (VII), (VIII), (IX), (VIII), (VIII), (IX) (X), (X), (XI), (XII), (XIII) and (XIV) of Royal Decree No. (M/14) dated 17/3/1437H approving the State's general budget for the fiscal year (1437/1438)
Fifth:

The supervisory bodies shall follow up on the implementation of the relevant regulations, decisions and instructions.
VI::

The Minister of Finance shall issue the necessary instructions to implement the provisions of this Decree within the limits of the rules stipulated therein.

VII:

His Highness the Deputy Prime Minister, the Minister of Finance and the heads of public institutions and the like - each with their respective responsibilities - shall implement this decree.
