In response to contractors' accusations: The Ministry of Finance denies that it caused the stalling of contracting projects

An official source at the Ministry of Finance confirmed that the information published in some local newspapers and attributed to some members of the National Committee for Contractors that the Ministry of Finance is one of the reasons for the stalled implementation of government projects because it does not monitor and disburse the rights of contractors. is incorrect and does not represent the reality of the Ministry of Finance's dealing with the funds allocated for government projects.
The source explained in a statement that Amlak received a copy of it that the ministry's dealing is done according to the following mechanism:
- The Ministry of Finance receives requests for project allocations within the draft budget submitted by government agencies, and the allocations are determined in light of the research carried out between the Ministry of Finance and the project owner according to the contracts signed for the projects and the stages of implementation.
- During the fiscal year, the Ministry periodically reviews the status of spending on projects, and with regard to the projects approved in the budget of the last fiscal year 1434/1435 AH, the rate of spending on them during the first half amounted to (48%) of the approved budget, and by (63%) during the third quarter of the approved for that period, while at the end of the fiscal year, the rate of spending from the allocations for projects amounted to (85%) of the total allocations, and as a result there was an amount of (59) billion riyals not spent during the budget.

- In the event that a project needs to increase its budget allocation, the competent minister or the head of the entity with an independent budget can transfer between project allocations, as stipulated by the state's general budget decrees.
- The budget for the fiscal year 1434/1435 AH included reserve funds to cover the dues of contractors who implemented projects for less than the specified period, which were added to the budget of the competent government agencies.
From the above, it is clear that the funds allocated for projects in the budget of the fiscal year 1434/1435H were sufficient to disburse all the dues of contractors, and there are no amounts that are legally due and complete procedures are delayed by the ministry, and the minister made this clear on several occasions, most recently during his visit to the King Abdulaziz International Airport project in Jeddah last Saturday when he explained to the media that ”there is no delay at the Ministry of Finance in disbursing the dues of contractors or others, and if there is any delay, it is due to disputes that may occur between the contractor and the government entity about the extent of the contractor's commitment to the quality of project implementation, while payment is made immediately upon arrival or payment of the dues of the contractor to the government. The source said: Hence, it is absolutely incorrect for some contractors to blame the failure of projects on state agencies, including the Ministry of Finance, because it is agreed by everyone, especially contractors, that the reasons for the failure and delay of projects are due to many reasons, including the contractors themselves, despite the facilities provided to them, including obtaining an advance payment of up to 20% of the contract value to prepare for implementation. The source expressed surprise at the statement of some members of the National Committee for Contractors with incorrect information that may harm the Kingdom's financial reputation, which is excellent, thank God, in order to justify the failure of some contractors to fulfill their obligations.
