Saudi Arabia is working to provide tourism options for the middle and upper-middle classes, while planning to increase hotel accommodation opportunities for pilgrims and Umrah pilgrims, according to Ahmed Al-Khatib, Saudi Minister of Tourism, explaining that the Kingdom has started building luxury tourist destinations for wealthy travelers, and has not ignored building destinations for the middle and upper middle class, and has already started building them.

Speaking on the sidelines of the United Nations Tourism Organization's General Assembly meeting, which is being hosted by Riyadh for the first time, he explained that 10 new resorts are set to open on Shibara Island in the Red Sea in the coming months, at much lower prices than the current available options, explaining that these resorts will be available in 2026 or 2027 at the latest.

Saudi Arabia has plans to increase the number of pilgrims to 30 million by 2030 as a result of the availability of tens of thousands of new hotel rooms, and attracting tourists is a key pillar of Vision 2030, which aims to diversify the Kingdom's economy away from oil, with plans to attract 150 million tourists a year by 2030.
