The unified online platform for public and government opinion surveys (Survey), affiliated with the National Center for Competitiveness, has launched 27 projects related to economic and development issues, in collaboration with 17 government agencies, to enable stakeholders to express their views and suggestions before the projects are officially adopted.
Unified Electronic Platform Projects
The proposed projects included a draft regulation for pilot projects in the roads sector, through which the General Authority for Roads aims to support innovation in the sector via a regulated experimental environment for testing modern ideas and technologies, thereby contributing to improving infrastructure efficiency, safety, and environmental sustainability, as well as a draft regulation on licenses and permits for the road sector to establish frameworks and procedures for licensing road-related activities; the public consultation period for both ends on December 1, 2025.
The General Authority for Ports also proposed draft regulations for the calculation and collection of port storage fees to regulate the mechanism for calculating and collecting fees and ensure procedural clarity and fair application, with the public consultation ending on December 3, 2025.
The drafts also included a draft national framework policy for inspection activities, which aims to establish a unified framework for inspection and oversight to ensure transparency and efficiency, and a draft set of rules governing appeals against violations to standardize appeal procedures, with the public comment period ending on December 4, 2025.
The Public Security Directorate proposed a draft amendment to the Traffic Regulations to allow the import of vintage vehicles that do not meet energy efficiency standards and the use of special license plates for them, while the Ministry of Energy has proposed a draft amendment to the electricity code to align with national visions, plans, and strategies, with the public consultation on both drafts ending on December 17, 2025.
These drafts are being published via “Istila’al” platform as part of efforts to enhance transparency and foster a culture of participation among the public, government agencies, and the private sector, and to involve them in drafting regulations and rules related to the business environment.
