<The Ministry of Housing's “Ejar” program has launched a quick registration service that allows documenting and registering rental contracts in as little as eight minutes through the “Ejar” portal (ejar.sa), including addressing exceptional cases such as those who do not have an account in Absher, in addition to other advantages, including benefiting from linking services with government agencies to facilitate the data entry process.
Ejar is an advanced electronic network that provides integrated solutions for the residential and commercial rental sector in the near future, and works to regulate the relationship between all parties to the rental process (landlord, tenant and real estate broker) by documenting contracts and preserving the rights of all parties involved.
The program seeks to be the main driver to develop and increase confidence in the rental sector, improve the investment environment in it to ensure its sustainability and development, in addition to qualifying and developing real estate brokerage facilities. The program also aims to regulate the relationship by adopting the unified contract that is considered an executive bond, in addition to reducing the volume of cases in the Ministry of Justice related to the rental sector by creating a legal framework regulating the relationship between the various parties, and this mechanism will contribute to supporting the national economy by regulating the residential and commercial rental market and improving the performance of the rental sector and raising its contribution to the local economy.
The Ejar program has previously launched the service of reporting violations of real estate brokerage establishments through the “Real Estate Brokers” application. The application allows citizens and residents, whether tenants or owners, to submit reports and send them to the monitoring and supervision team in the “Ejar” program.

The application, which can be downloaded on smartphones, also allows searching for the addresses of real estate brokers approved for leasing through the “Unified Rent Contract” in addition to submitting reports and reviewing the most common violations such as practicing real estate activity by a non-Saudi person, exceeding the sales or rental commission specified by law from the value of the contract, taking a commission on renewal, practicing real estate activity with another commercial activity in the same location, not registering contracts in Ejar network, or submitting other reports, with the ability to choose the location and upload attachments such as photos that can include the contract image or the real estate broker's office plate.

The application also allows citizens and residents, whether tenants or landlords, to submit reports and send them to the control and supervision team in the “Ejar” program. It is worth mentioning that the launch of “Ejar” network came in implementation of the Council of Ministers Decision No. 131 to establish the electronic network for rental services to facilitate the conduct and proof of rental transactions, enhance confidence between the parties, and record the mutual obligations between landlords, tenants and real estate brokers in the rental housing sector.
The electronic network and contract documentation service also provides a number of benefits to the parties to the rental process, including electronic payment, issuance of receipt and disbursement deeds electronically, ensuring maintenance duties and obligations, payment of bills and other benefits.
